SWACO is requesting Statements of Qualifications (SOQ) from qualified vendors to design, build, and operate a regional composting facility. This Project is a two-step procurement process to enter into a partnership with a vendor that would provide composting services on behalf of SWACO, as well as local governments and businesses in Franklin County and the surrounding area. As a first step in the process, SWACO is considering the development of a composting facility on SWACO–owned property through a public-private partnership.

SOQs for this project must be electronically received by SWACO no later than 1:30 p.m. November 15, 2021.
